Contractor: vetting for the benefit of the homeowner
Contractor fraud has been a major concern of rebuilding New Orleans. Fraud can come from unfinished projects, projects that do not meet code, projects that are energy unefficient.

In that effort a vetting process for contractors is being developed. Please review and discuss.

    I have a few additions:
    • On the list of items under “We ask that contractors provide the following information in their bid responses,” I suggest that #3 read: “A listing of relevant past projects, including LEED Certified projects” and #4 read: “A listing of relevant current projects, including LEED Certified projects.”
    • On the list of actions under “Monitoring Construction Progress,” consider noting how Green Coast will run the process to track purchase of recycled material, regional materials, low VOC materials, rapidly renewable materials and certified wood (as applicable). Many projects require a contractor to submit progress reports in the form of materials spreadsheets with each pay application or monthly, depending on the structure of the project. This expectation needs to be included in the front-end documents, and it will be useful to decide responsibilities in this task early on.

I will connect with Martha Jane about CCI’s purchasing consortium and will hopefully have some information for next week.

We agree with Anisa, and have expanded her language beyond that to include any number of green building guidelines. See the following edit:

#3 reads: “A listing of relevant past projects, including LEED Certified projects, Green Communities projects, projects that meet the Department of Energy's Builder's Challenge, projects that meet the Energy Star guidelines, projects that meet the NAHB green building standard, or projects built to some other green building guideline”

#4 reads: “A listing of relevant current projects, including LEED Certified projects, Green Communities projects, projects that meet the Department of Energy's Builder's Challenge, projects that meet the Energy Star guidelines, projects that meet the NAHB green building standard, or projects built to some other green building guideline”
